Kevin S. MacLeod, CVO, CD

Kevin MacLeod was born in North Sydney, Cape Breton, Nova Scotia and raised on a dairy farm on nearby Boularderie Island. He began his public education at the local community school in Millville and went on to study at Boston University (Boston, Massachusetts) and Carleton University (Ottawa, Ontario), where he received Bachelor’s (History I Political Science) and Master’s (International Affairs) degrees.

Following studies at l’université de Bourgogne (Dijon, France), he returned to Ottawa where he was employed by the House of Commons as an administrative assistant. He subsequently worked for the Department of the Secretary of State (now the Department of Canadian Identity) for twenty-two years in the area of state ceremonial, retiring as Chief of Protocol. During this period, he authored A Crown of Maples / La Couronne canadienne – an overview of the Canadian Crown and constitutional monarchy in Canada. He went on to serve as Usher of the Black Rod in the Senate of Canada and, in 2009, was appointed Canadian Secretary to The Queen, a role he served until he retired on Victoria Day, 2017.

In 1992, Her Majesty The Queen invested him as a Member of the Royal Victorian Order (MVO) for personal service to the Sovereign. A decade later, she promoted him to the rank of Lieutenant (LVO) during the highly successful Golden Jubilee Royal Tour of Canada. It was in 2005 that he was further promoted to the rank of Commander (CVO) – the highest level available to Canadians. He is the only Canadian to have been promoted through all three ranks of the order. Kevin served as a reservist in Her Majesty’s Canadian Armed Forces for some twenty years. He also served as a member of the Senate of the Cameron Highlanders of Ottawa (Duke of Edinburgh’s Own), a Fellow of the Royal Canadian Geographical Society and Chair of the Scottish Society of Ottawa. Kevin splits his time between his home in Cape Breton and his residence in Ottawa
